12 Women
A paradox exists regarding the equality of women in Portuguese society. Although the Constitution of 1976 gave women full equality in rights, and the right to vote had already been granted under Prime Minister Marcello Caetano during the Estado Novo, a gap existed between legal reality and social practice. In many respects, the last 30 years have brought important social and political changes with benefits for women. In addition to the franchise, women won—at least on paper—equal property-owning rights and the right of freedom of movement (getting passports, etc.). The workforce and the electorate afforded a much larger role for women, as more than 45 percent of the labor force and more than 50 percent of the electorate are women. More women than ever attend universities, and they play a larger role in university student bodies. Also, more than ever before, they are represented in the learned professions. In politics, a woman served briefly as prime minister in 1979-80: Maria de Lourdes Pintasilgo. Women are members of government cabinets ("councils"); women are in the judicial system, and, in the late 1980s, some 25 women were elected members of parliament (Assembly of the Republic). Moreover, women are now members of the police and armed forces, and some women, like Olympic marathoner Rosa Mota, are top athletes.Portuguese feminists participated in a long struggle for equality in all phases of life. An early such feminist was Ana de Castro Osório (1872-1935), a writer and teacher. Another leader in Portugal's women's movement, in a later generation, was Maria Lamas (18931983). Despite the fact that Portugal lacked a strong women's movement, women did resist the Estado Novo, and some progress occurred during the final phase of the authoritarian regime. In the general elections of 1969, women were granted equal voting rights for the first time. Nevertheless, Portuguese women still lacked many of the rights of their counterparts in other Western European countries. A later generation of feminists, symbolized by the three women writers known as "The Three Marias," made symbolic protests through their sensational writings. In 1972, a book by the three women writers, all born in the late 1930s or early 1940s (Maria Isabel Barreno, Maria Teresa Horta, and Maria Velho da Costa), was seized by the government and the authors were arrested and put on trial for their writings and outspoken views, which included the assertion of women's rights to sexual and reproductive freedom. The Revolution of 25 April 1974 overthrew the Estado Novo and established in law, if not fully in actual practice in society, a full range of rights for women. The paradox in Portuguese society was that, despite the fact that sexual equality was legislated "from the top down," a gap remained between what the law said and what happened in society. Despite the relatively new laws and although women now played a larger role in the workforce, women continued to suffer discrimination and exclusion. Strong pressures remained for conformity to old ways, a hardy machismo culture continued, and there was elitism as well as inequality among classes. As the 21st century commenced, women played a more prominent role in society, government, and culture, but the practice of full equality was lacking, and the institutions of the polity, including the judicial and law enforcement systems, did not always carry out the law. -
13 Learning
One mental function or activity improves others in so far as and because they are in part identical with it, because it contains elements common to them. Addition improves multiplication because multiplication is largely addition; knowledge of Latin gives increased ability to learn French because many of the facts learned in the one case are needed in the other. (Thorndike, 1906, p. 243)The Law of Effect is that: Of several responses made to the same situation, those which are accompanied or closely followed by satisfaction to the animal will, other things being equal, be more firmly connected with the situation, so that, when it recurs, they will be more likely to recur; those which are accompanied or closely followed by discomfort to the animal will, other things being equal, have their connections with that situation weakened, so that, when it recurs, they will be less likely to recur. The greater the satisfaction or discomfort, the greater the strengthening or weakening of the bond. The Law of Exercise is that: Any response to a situation will, other things being equal, be more strongly connected with the situation in proportion to the number of times it has been connected with that situation and to the average vigor and duration of the connections. (E. L. Thorndike, 1970, p. 244)The main objection to the prevailing [associationist] theory, which makes one kind of connection the basis of all learning, is not that it may be incorrect but that in the course of psychological research it has prevented an unbiased study of other kinds of learning. (Katona, 1940, pp. 4-5)I believe that learning by examples, learning by being told, learning by imitation, learning by reinforcement and other forms are much like one another. In the literature on learning there is frequently an unstated assumption that these various forms are fundamentally different. But I think the classical boundaries between the various kinds of learning will disappear once superficially different kinds of learning are understood in terms of processes that construct and manipulate descriptions. 16 Whitney, Eli
[br]b. 8 December 1765 Westborough, Massachusetts, USAd. 8 January 1825 New Haven, Connecticut, USA[br]American inventor of the cotton gin and manufacturer of firearms.[br]The son of a prosperous farmer, Eli Whitney as a teenager showed more interest in mechanics than school work. At the age of 15 he began an enterprise business manufacturing nails in his father's workshop, even having to hire help to fulfil his orders. He later determined to acquire a university education and, his father having declined to provide funds, he taught at local schools to obtain the means to attend Leicester Academy, Massachusetts, in preparation for his entry to Yale in 1789. He graduated in 1792 and then decided to study law. He accepted a position in Georgia as a tutor that would have given him time for study; this post did not materialize, but on his journey south he met General Nathanael Greene's widow and the manager of her plantations, Phineas Miller (1764–1803). A feature of agriculture in the southern states was that the land was unsuitable for long-staple cotton but could yield large crops of green-seed cotton. Green-seed cotton was difficult to separate from its seed, and when Whitney learned of the problem in 1793 he quickly devised a machine known as the cotton gin, which provided an effective solution. He formed a partnership with Miller to manufacture the gin and in 1794 obtained a patent. This invention made possible the extraordinary growth of the cotton industry in the United States, but the patent was widely infringed and it was not until 1807, after amendment of the patent laws, that Whitney was able to obtain a favourable decision in the courts and some financial return. In 1798 Whitney was in financial difficulties following the failure of the initial legal action against infringement of the cotton gin patent, but in that year he obtained a government contract to supply 10,000 muskets within two years with generous advance payments. He built a factory at New Haven, Connecticut, and proposed to use a new method of manufacture, perhaps the first application of the system of interchangeable parts. He failed to supply the firearms in the specified time, and in fact the first 500 guns were not delivered until 1801 and the full contract was not completed until 1809.In 1812 Whitney made application for a renewal of his cotton gin patent, but this was refused. In the same year, however, he obtained a second contract from the Government for 15,000 firearms and a similar one from New York State which ensured the success of his business.[br]Further ReadingJ.Mirsky and A.Nevins, 1952, The World of Eli Whitney, New York (a good biography). 18 Scheutz, George
SUBJECT AREA: Electronics and information technology[br]b. 23 September 1785 Jonkoping, Swedend. 27 May 1873 Stockholm, Sweden[br]Swedish lawyer, journalist and self-taught engineer who, with his son Edvard Raphael Scheutz (b. 13 September 1821 Stockholm, Sweden; d. 28 January 1881 Stockholm, Sweden) constructed a version of the Babbage Difference Engine.[br]After early education at the Jonkoping elementary school and the Weixo Gymnasium, George Scheutz entered the University of Lund, gaining a degree in law in 1805. Following five years' legal work, he moved to Stockholm in 1811 to work at the Supreme Court and, in 1814, as a military auditor. In 1816, he resigned, bought a printing business and became editor of a succession of industrial and technical journals, during which time he made inventions relating to the press. It was in 1830 that he learned from the Edinburgh Review of Babbage's ideas for a difference engine and started to make one from wood, pasteboard and wire. In 1837 his 15-yearold student son, Edvard Raphael Scheutz, offered to make it in metal, and by 1840 they had a working machine with two five-digit registers, which they increased the following year and then added a printer. Obtaining a government grant in 1851, by 1853 they had a fully working machine, now known as Swedish Difference Engine No. 1, which with an experienced operator could generate 120 lines of tables per hour and was used to calculate the logarithms of the numbers 1 to 10,000 in under eighty hours. This was exhibited in London and then at the Paris Great Exhibition, where it won the Gold Medal. It was subsequently sold to the Dudley Observatory in Albany, New York, for US$5,000 and is now in a Chicago museum. In England, the British Registrar-General, wishing to produce new tables for insurance companies, and supported by the Astronomer Royal, arranged for government finance for construction of a second machine (Swedish Difference Engine No. 2).
